1. PNP Organization Structure

The Philippine National Police (PNP) is the national police force of the Philippines under the Department of the Interior and Local Government (DILG).

Chain of Command

1Chief, PNP (CPNP): Highest ranking officer; 4-star general
2Deputy Chief for Operations (TDCO): Operational units command

3. RA 6975 (DILG Act of 1990)

Republic Act 6975 established the Department of the Interior and Local Government and reorganized the Philippine National Police.

Key Provisions

  • Created: PNP, BFP, BJMP under the DILG
  • PNP Character: National scope, civilian in character, service-oriented
  • Abolished: PC-INP (Philippine Constabulary-Integrated National Police)
  • NAPOLCOM: Exercise administrative control over PNP

4. NAPOLCOM Functions

The National Police Commission (NAPOLCOM) exercises administrative control and operational supervision over the PNP.

Powers & Functions

  1. Exercise administrative control over PNP
  2. Advise the President on police matters
  3. Formulate policies and standards
  4. Administer PNP entrance and promotional exams
  5. Investigate police anomalies and irregularities
  6. Exercise appellate jurisdiction over PNP disciplinary cases
  7. Recommend appointment of senior officers
  8. Approve PNP budget and programs

NAPOLCOM Composition

  • Chairperson: Secretary of DILG (ex-officio)
  • Vice Chairperson: Appointed by President
  • Members: Four (4) regular commissioners
  • Ex-Officio Members: Chief, PNP

5. PNP Powers & Functions

The PNP is mandated to enforce all laws and ordinances to ensure public safety and internal security.
